    "content": "Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity to contribute to this Bill. First of all, I intend to oppose it because it is poorly drafted apart from coming to this House through the wrong Committee. It should have been channelled to the House through the Departmental Committee on Finance, Planning and Trade. Basically, this Bill talks about funds, and not legal issues. I therefore believe that it has come to the House through the wrong Committee of Parliament. This is my opinion."
