    "content": "What I said is that this House is in charge of the budget-making process. The moment you have created a fund where money will be retained without coming back here for budgeting, it becomes unconstitutional. This Bill is, therefore, unconstitutional. This Bill does not even mention the Public Procurement and Disposal Act. When you are individualizing a fund, you are only talking of the Registrar of the JSC and no other person. That is individualizing it. You are not even referring this person to the Public Procurement and Disposal Act so that they follow that law. That is defective. Even a lay person in legal issues can see that this is not a good law. I do not understand why Hon. Members are supporting; it is a poor Bill. We are only talking of the Registrar. There is neither a committee created nor signatories mentioned anywhere in this Bill That means only one person will be the signatory to that Fund. This will never be law.
