    "content": "Thank you very much, Hon. Temporary Deputy Speaker. I thank my colleague, Hon. Nyokabi, for donating a minute to me. This is a Bill I would have wanted to speak to thoroughly. This Bill is in good spirit. The Judiciary needs money to enhance the quality of their services. We have a very good Judiciary but not a very good Parliament. Our Parliament has become partisan. We have people adoring parties instead of coming here to legislate independently. The Judiciary would have come in if it was effective. I think this Bill should be passed by Parliament because the Judiciary needs it. The Judiciary needs to do something about the recruitment of judges because we recruit from lawyers who form a cluster of the most corrupt in this country. The Vetting of Judges and Magistrates Board (VJMB) dismissed some judges. There is a judge who made a very faulty judgment in Kisumu regarding the acquisition of Miwani Sugar Company by some fraudsters and then she was dismissed by VJMB. All of a sudden, the judge has been reinstated."
