    "content": "Thank you, Hon. Temporary Deputy Speaker. Thank you, Vice Chairlady of the Committee. I stand to support this Bill. The Constitution establishes the Bill. We are just doing what the Constitution demands of us. Judicial services are key when we have problems of corruption in this country. Having a stable fund is key to their functions. This Bill establishes this Fund and takes into consideration all the legal structures in place. It is according to the Audit Act and the Public Finance Management Act. It calls upon the Chief Registrar to give reports regularly. I am only concerned with the provision that the Chief Registrar can give the powers of the Accounting Officer to somebody else. It is okay with the authority to incur expenditure, but not accounting authority. That should remain with the Chief Registrar. With that, I support."
