    "content": "Hon. Temporary Deputy Chairman, the import of this amendment is to establish a Special Election Fund which will assist women vying for positions as Members of Parliament. The argument that has been put forward many times is that women do not have money to campaign. We are saying that in the unlikely event that Hon. Duale’s Bill fails, this will be the fall back position to allow women to be funded so that they can compete with men. We are of the opinion that the Registrar of Political Parties establishes a Fund to assist women to campaign and compete with men effectively."
