    "content": "Hon. Temporary Deputy Chairman, again, with a heavy heart, I oppose the amendment. Hon. Chepkong’a is one of my best friends but I oppose the amendment for the reason that you cannot discriminate in how you disburse taxpayers’ money. In fact, that is against the Public Finance Management Act. One of the principles of public finance is equity. You cannot say that you will give certain money to a certain gender and discriminate the other gender. That is against the Constitution. Hon. Chepkong’a is a renowned lawyer. Secondly, a principle of the Public Finance Management Act is being violated."
