    "content": "If you look at Chapter 12 of the Constitution on public finance, principles and framework of public finance, Article 201(b) says that the public finance system shall promote an equitable society. In particular, the burden of taxation shall be shared fairly. There are a number of scenarios. For example, in Kiminini, in 20 years to come, there might be a very poor man who wants to contest for that seat against a very rich woman. We have very rich women in this country. What happens then is that you will give that rich woman more money based on this law and leave the poor man to contest against her. So, we looked at all those scenarios.
