    "content": "Mr. Temporary Deputy Speaker, Sir, it is not worth responding to anyway. The court order here reads as follows:- “It is hereby ordered: (a) The plaintiffs who are employees of the Municipal Council of Naivasha currently on suspension for alleged gross misconduct be paid their half salaries due to them by the fourth defendant pending hearing and final determination of this suit.” Mr. Temporary Deputy Speaker, Sir, the Assistant Minister has now become a judge on a matter which is in court. He says he can only pay two employees and that he cannot pay the other four employees because according to him, and him being a judge, they should not be paid because of the allegations. Is he not encouraging impunity of the highest order?"
