"content": "THAT, notwithstanding the provision of Standing Order No.97(4) and the House Resolution of 10th February, 2016 regarding debate in the Report of a Committee, this House resolves that each Members speaking shall be limited to a maximum of five minutes, except for the Leader of the Majority Party and the Leader of the Minority Party who shall be limited to a maximum of 15 minutes.
