    "content": "Thank you, Hon. Speaker. I am perplexed at the genesis of the whole thing. We are talking about money which has no control. Nobody has control over that money. The CDF fund is controlled, budgeted for and audited. How are we going to audit the money that we are allocating? I want to ask you to give us time to look at the genesis of this allocation and understand the motive of this particular proposal. That is because as it is, people want to make money for the general elections. I beg you to give us time to seriously look at this allocation because we have the mandate of making the Budget. I second."
