    "content": "I agree that our counties need to use money prudently. We need to exercise caution wherever we spend money. The National Assembly has been accused of voting for the Constituencies Development Fund (CDF) and making it appear as if it is its own money. If a constituency does not get a rogue Member of Parliament, the CDF can be used prudently. The CDF has been used well in many constituencies because it has a legal framework that supports good governance. The percentage which is allocated for Recurrent Expenditure in the CDF is very small. It is the only fund in this country where Recurrent Expenditure is less than 30 per cent. It is always the other way round."
