    "content": "The Senate is not constitutionally expected to undertake oversight function by monitoring, evaluation, surveying and holding barazas . That is not the case. We know for sure that most of them are not even professionals in those lines. They are expected to work with other constitutionally established oversight institutions such as the Auditor-General, the Controller of Budget, the Commission on Revenue Allocation, and the Ethics and Anti-Corruption Commission (EACC). Those are the institutions that give them very professionally conducted reports, which they ought to be working with for purposes of overseeing the counties. They think that they will individually go and carry out the oversight role in their respective counties. That is not practical. It will not bring objectivity. We know that a good number of Senators are candidates for other seats in future. They will bring in a lot of clumsiness in the oversight role."
