Temporary Deputy Chairlady, on this clause, we are proposing that any conversion which commences before promulgation of the Constitution shall be deemed to have commenced under this Act. Any conversion that commences after promulgation of the new Constitution shall be null and void. After the promulgation of the new Constitution, there has been a rush by the county governments to deal with community land. We are saying that whatever transaction is done by the counties or any other body after the promulgation of the Constitution is null and void because the Constitution is very clear. That is why we are introducing that clause."
