    "content": "Mr. Temporary Deputy Speaker, Sir, this Ministry seems to have very beautiful plans and programmes, which need to be implemented. We seem to be doing very poorly in tapping the waters within our country. Egypt, for example, allows only 5 per cent of the River Nile waters to drain into the Mediterranean Sea. We seem to release 100 per cent of the waters of River Tana and River Athi to drain into the Indian Ocean. The Assistant Minister has indicated that they are looking for Kshs243 million to ensure that they put 60 hectares of land under irrigation in Turkana County. Could he commit himself that come next year, we shall hear of positive results on that commitment?"
