    "content": "Thank you, Hon. Temporary Deputy Chairlady. I support this amendment. This is something we really deliberated on especially on the punitive sentence that had been set. We saw that some of the offenders may just be petty intruders. A nomadic pastoralist could just be grazing and just happens to encroach onto another community’s land. We found that six months imprisonment or Kshs100,000 fine as opposed to one year imprisonment or Kshs500,000 fine may be more reasonable for such a petty offender."
