The reasoning in this is that occasionally, for us, as Maasais, our cows are brought to Nairobi and even to some land around Thika. If somebody is told to pay Kshs500,000 fine just because their cows have crossed a boundary to graze on the other side it becomes unbearable. So, we are trying to be lenient to our people. If you tell a Maasai to pay Kshs500,000, it means selling all his cows."
