    "content": "I oppose this amendment because from the explanation being given, there is an assumption that only simple offences will take place. Therefore, we are limiting. What is in the Bill as it is was not limiting, which is giving the magistrate or the judge the leeway to know if it is a serious offence they will put at a higher fine and likewise if it is less serious . However, this one limits it. The assumption is that we are talking of only minor offences in this. If we leave it like that, there is discretion. So, I oppose."
