    "content": "As much as the amendment is intended to force the Government to act, should the Government fail to act, who gets punished? It is not the Government officers, but the community. We have had instances in this House where we had to pass laws within strict timelines during the making of the Constitution of Kenya, 2010. We had to come here and extend our sitting time. What is going to happen in this case, are we going to extend our sitting time? We leave to the Government officers who should be forced to do that."
