    "content": "Thank you, Hon. Deputy Speaker. I want to thank Hon. Odanga for raising this issue. This issue goes to the heart of what we do as the National Assembly. Under Article 95(2) of the Constitution, it is very clear that the National Assembly deliberates and resolves issues of concern to the people. We represent the interests of the people of Kenya. Resolutions and undertakings are given here for the Cabinet Secretaries to act on, but they do not."
