    "content": "Under Clause 32, the Committee agreed that we retain the proposed amendment by the Senate in Sub-clause (1) to insert the word “ten” appearing immediately after the words “fine not exceeding” at the end of the sub-clause to read as follows:- “---commits an offence and is liable, on conviction, to a fine not exceeding ten million shillings or to imprisonment for a period not exceeding five years, or to both”"
