    "content": "First, I wish to join my colleagues in commending the mediation team for the good work which has ensured that the issues in dispute have been agreed upon. Obviously, the civil society organisations are not just NGOs; they are major stakeholders in our community. Communities enjoy contributions from those organisations. This has been recognised by both Houses of Parliament, and particularly by the team that led the mediation. Concerning the other two issues which were in dispute, the penalty which appeared punitive and unworkable has also been agreed upon. The Motion which is before the House is merely for us to go over the mediated version and approve the same so that we may proceed. It is not complicated for us. I wish to thank the team once again and commend them for the good work. I appeal that we all aspire to ensure that we stick to the spirit of keeping our environment clean as led by our colleague Hon. Otichilo. With those few remarks, I thank you."
