    "content": "Thank you, Hon. Deputy Speaker. I want to be brief and thank my good friend Hon. (Dr.) Wilbur Otichilo, first, for the passion that he has on this subject. This is a universal subject that affects all countries of the world. Climate change is a big issue. I would only urge my friend, Hon. Otichilo that, as we look forward to this Bill being assented to, it is important that as a region, we collaborate. If we do not make matters on climate change regional or even international, what we do as a country will not matter because our carbon imprint is too small to be significant on matters climate change. With his networks, he has been doing what he can to put in place the necessary regional and international collaborations so that this becomes a foremost agenda on policy issues that affect the world as a whole. The amendments that have been proposed, for example, the inclusion of a representative of the civil society in so far as enriching the Bill is concerned, are good. But let us make this wholesome so that we can achieve the intention of this Bill. Alone as a country, if the region and the whole world do not support us, the measures we take on matters climate change will be a good exercise but one undertaken in vain. Otherwise, I support the Bill"
