    "content": "The second amendment gives the Chief Executive Officer (CEO) an opportunity to be the secretary to the Board. Clause 10(2)(a) gives the qualifications for a person to become a Board member. The Bill says that a Board member must hold a degree from a university recognised in Kenya. It was felt that it is unfair for a Board member to be required to hold a degree. That is why we are amending it."
