    "content": "Thank you, Hon. Temporary Deputy Chairman. I have listened to the Chairman give explanations as to why they want to delete some parts. I would like to oppose the amendment even though it tries to explain several things. One of the reasons why I am opposing this particular amendment is because of what the Committee seeks to do in Clause 10(3). This Clause is very specific in the sense that it says the Cabinet Secretary shall, in appointing members of the Board, ensure the representation of women, youth and persons with disabilities. That is an expressed provision. The Chairman is telling us to be in compliance with the Constitution which could mean anything. With that kind of amendment in mind, they will deny the youth, women and persons with disabilities an express right. I oppose the amendment."
