    "content": "Clause 27 of the Bill be amended in sub clause (5) by deleting paragraph (a) and substituting therefor the following new paragraph— “(a) shall comply with the Anti-Doping Rules;” The justification for this amendment is that it will give clarity that athletes have a duty under the Bill to comply with the anti-doping rules to be adopted under subsidiary legislation."
