    "content": "Hon. Temporary Deputy Chairman, I have an amendment to this clause which is very important to this Bill. Hon. Temporary Deputy Chairman, I beg to move:- THAT, Clause 1 of the Bill be amended by inserting the words “that shall come into force upon publication in the Gazette” immediately after the expression “2016”. This is basically to beat the deadline. If we do not insert that transitional clause, this Bill will wait for another 14 days before it comes into force. That 14-day waiting period will stop us from meeting the 2nd May 2016 deadline. This is a very clear matter. We have done it so that the moment the Bill is assented to and the Act is published, it comes into force."
