(1) Subject to this Act and any law relating to adjudication of Procedure for titles to land, the Cabinet Secretary shall, in consultation with recognition and the respective county governments, develop and publish in the adjudication of Gazette a comprehensive adjudication programme for purposes community land. of registration of community land.
