    "content": "The import of this amendment is to ensure that the reservation of a portion of a community land for communal purposes is supported by the majority of the members of that community. In that case we have proposed what is called “the majority membership of a community” in this Bill. It is two-thirds of their number. We are doing this so that this system or structure is not abused."
