    "content": "Thank you, Hon. Temporary Deputy Chairlady. I agree. In the original Bill, Clause 15 says that the Cabinet Secretary shall make regulations prescribing the manner and procedure for registration of community land for the purposes of this Act. That manner and procedure has been written into law. There is no need to make new regulations. In any case, the Cabinet Secretary has the role to make regulations for all clauses in this Bill at the end. Clause 15 does not make sense and so I support the deletion."
