    "content": "This has been a thorny issue, in the sense that the Constitution is very clear that any elective body or appointment must include both genders and should not surpass the two-thirds gender rule. This has been an issue that has been canvassed for a long time. It is not a good policy for people to be sitting in this August House and discussing issues when more than half of the population which is women is not involved because most of the membership happens to be of the male gender."
