"content": "Mr. Speaker, Sir, although I did not read through all the licences that this investor sought, the whole process started in 2009. The first letter of approval dated 12th July, 2009 was for mining rights from the Commissioner of Mines and Geology. All the approvals and licences which are listed here come from different Government sources. This means that whereas they had to look for change of user, get the title, get approvals for the National Environmental Management Authority (NEMA) and mining and all the other corners. I would like to support what has been put forward by my colleague, Sen. Obure, that the problem is actually within the Kenya Government. The red tape seems to have taken from December, 2009 up to 17th October, 2014 when the last NEMA licence was issued.
