    "content": "(2) Apart from regular use of restricted tendering, the county government in many instances did not follow the public procurement rules and regulations governing the procurement of goods and services in the public sector. Mr. Temporary Speaker, Sir, again, this is another very frequent offence in many county governments. Although the goods and services may have been supplied, lack of competitive bidding may have denied deserving business entities the opportunity to supply the said goods and services. Similarly, the county government lost the opportunity to get the lowest bidders."
