    "content": " Mr. Speaker, Sir, I see wisdom in the direction of your thoughts and the points raised by my colleagues. We must also be very cautious about this process. We have a new formula and this House has approved it. The formula has moved to the next Chamber but experience has been that we might say we have latitude of 60 days and the formula might get to the next Chamber and go into the cooler like the other 23 Bills. The caution I wanted to put on the Table is to encourage you personally to reach out to your brother who has constantly had a dim view of our House. He should encourage the leadership of that House to give priority to the formula. Five years are gone and the Constitution obligates us to pass a new formula that will be the basis of the division. As you say, if they decide to do nothing or do little about it, then we are disenfranchising counties because as protectors and defenders of counties and their governments, we have dutifully passed a new formula brought here by the CRA. That formula must then shift gear from the last five years to the next five years. I, therefore, urge you to speak to your brother. Put all your communication skills that we know to persuade, cajole and intimidate them, if you can, so that we get this through. That is the caution I wanted to pass. Mr. Speaker, Sir, now that I am on my feet, kindly allow me to welcome the delegation from Vihiga County. I was not here earlier, but I heard Sen. Orengo eloquently welcoming them.
