    "content": "Mr. Speaker, Sir, thank you for acknowledging me as Sen. Sitwila Amos Wako and former Attorney-General, in that order. Thank you for giving me an opportunity as the Chairperson of the Mediation Committee to move this Motion. The Political Parties (Amendment) Bill, 2014 was drafted by Sen. (Dr.) Khalwale, passed by the Senate and sent to the National Assembly where there was no debate on it. It was not rejected on the basis of its substance which was well considered, but because the National Assembly had its own Bill on the same subject matter on threshold to be met by political parties if they are to have access to the funding. This House appointed four of us to be Members of the Mediation team---"
