    "content": "Mr. Temporary Speaker, Sir, the need for this kind of a Bill occurred to me after the frustration I got in UDF. I thought we needed to call to order the behaviour of small and big parties so that they operate within the law. This backed the thought that led to the need for this amendment. I owe it to this House that approved it. Secondly, I also thank the Member of Parliament for Kiminini, Hon. (Dr.) Chris Wamalwa of FORD-Kenya for having the same thinking in the National Assembly. I also thank Sen. Wako for ably leading the mediation together with Hon. Chepkonga. Within record time, we had the mediated version. The import is that, we not only want to encourage as many political parties as possible to come up, but to also make sure that the desire to partake of the political funding kitty is not the reason that will drive people into forming political parties. Therefore, it provoked me to agree with our standard which included that we reduce the amount of money that will be spend on administration of political parties from 5 per cent to 3 per cent. Importantly, it was to ensure that the parties that will attract funding will be those with at least 20 elected Members of the National Assembly, three elected Members of Senate, three elected members who are governors and at least 40 members of the county assemblies. I have no problem with this. Mr. Temporary Speaker, Sir, I support. As I end this, I saw a lot of excitement on the face of Sen. Sang, my neighbour and Senator of Nandi County. The excitement almost looked sheepish. He is trying to defend small parties. May I tell him that it is difficult and expensive to run a political party. Having run FORD-Kenya for five years---"
