I would like to assure this House and the country, that the use of the word “temperance” in our proposals in this Bill were advised by the knowledge of these principles. The least I can do is that the experience, the knowledge and the skills that I have are held in trust for Kenyans, and if I do not advance them, then I would be failing in that function."
