    "content": "On a point of order, Mr. Speaker, Sir. I would like to seek clarification from Sen. Sang. The President of the AU, then, Mr. Mugabe did not insist that every regulation and law should be followed, but, in fact, he was one of the leaders behind the call for amendment of the Rome Statue to ensure that while a President is in office, he or she should not be charged before the ICC. So, it was not so much to follow the current rules of the ICC because if he followed, then some people would be there; but it was to amend Article 17 to ensure that even a sitting Head of State is immune and should not be whisked to the ICC, but can be whisked there after ceasing to be President."
