    "content": " Mr. Speaker, Sir, I rise not to answer this Question, but to seek your advice and ruling. This Question was forwarded to my Ministry the day before yesterday. As we attempted to get appropriate answers to the Question, we realized that it was touching on matters of taxes. We are all aware that matters pertaining to taxes and revenue are handled by the Kenya Revenue Authority (KRA) which is a parastatal under the Ministry of Finance and not my Ministry. Mr. Speaker, Sir, part (b) of the Question touches on the shareholding and investments of a company. I believe that my Ministry is not competent enough to tackle this Question. I suggest that this Question should be tackled by the Minister for Finance. There are some aspects in the Question that my Ministry could be able to respond to, for example, the issue of price wars between the service provider companies and part (c) of the Question. We thought that instead of answering the Question halfway or bits of it, you either rule that this Question be redirected to the Office of the Prime Minister because it has issues that cut across two Ministries, that is, my Ministry and the Office of the Deputy Prime Minister and Ministry of Finance.
