    "content": "This amendment seeks to enhance the general penalty of any person who contravenes the provisions of this Act. This is for an offence which no fine or penalty is expressly stated. We are deleting the words “of not less than one million shillings” because it might mean anything. We are substituting therefor the words “not exceeding one hundred thousand shillings” for any general fine."
