    "content": "The reason I am coming with this amendment is that a power surge might come and damage something like a socket, which costs Kshs200, in the House. The process of litigation will surpass that cost. Therefore, this would be better off done in the regulations which we have agreed with the Ministry. They are going to put it as part and parcel of regulations such that if the value of the loss is very small, these are the things that can be given credit by Kenya Power through offsetting of the bill. That is the explanation."
