The client is the District Education Officer (DEO) on behalf of the Ministry of Education. The fact is that the DEO is not able to physically inspect these projects on the ground. Why would the Deputy Prime Minister and Minister for Finance find it difficult to ensure that Kshs8 billion is properly supervised by allocating Kshs416 million?"
