    "content": "Thank you, Hon. Temporary Deputy Chairman. We had a discussion in the Committee about this issue. I support the amendment because initially, it only had the option of imprisonment, but we agreed to give the judge or magistrate an option of either jailing someone for three years or less. I wanted to explain to Hon. (Ms.) Fatuma that the judge has discretion to jail one for one or two days because the term does not exceed three years. This amendment gives the judge leeway to make a decision."
