    "content": "Thank you, Hon. Temporary Deputy Chairlady. I beg to move:- THAT, Clause 22 of the Bill be amended— (a) in Sub-clause (4) by deleting the word “Authority” and substituting therefor the word “ Commission”; (b) in Sub-clause (5) by deleting the words “of not less than five hundred thousand shillings or to a term of imprisonment of not less than six months or to both such fine and imprisonment” and substituting therefor the words “not exceeding one million shillings or to imprisonment for a term not exceeding two years or to both”; (c) in Sub-clause (6) by deleting the words “of not less than five hundred thousand shillings for each day or part thereof that the obstruction occurs” and substituting therefor the words “not exceeding one hundred thousand shillings for each day or part thereof that the obstruction occurs”."
