    "content": "Thank you, Hon. Temporary Deputy Chairlady. I want to support the Chair on this amendment. I also agree with what Hon. Gumbo has said that Kshs1 million could be less. If you check the Bills we have been passing, you will find that we always set a maximum and not a minimum. That is per the Penal Code. If Hon. Gumbo thinks Kshs1 million is less then he can propose an amendment to that. We do not have any problem. We usually prescribe the maximum and not the minimum."
