    "content": "(b) by inserting the following new sub-clauses immediately after Sub-clause (7)— “(7A) An applicant aggrieved by a decision of the Tribunal under Sub- section (7) may appeal to the High Court against the decision of the Tribunal. “(7B) Within ninety days after an applicant files an appeal under Subsection (7A), the High Court shall hear and determine the appeal.” “(7C) If the High Court fails to hear and determine the appeal within the period referred to under Subsection (7B), the decision of the Tribunal shall be final."
