    "content": "The reason why we, as a Committee, came up with the 90 days is because we are talking about geothermal resource licencing. It is actually a serious resource that needs to be licenced. Therefore, it is a very urgent thing for the Government. We know and have heard cases in court where disgruntled people who have lost a licence rush to court and this case stays in court for three, four or five years. In essence, this means that the plans for the Government cannot go on. That is why we said that, since it is an important thing, the courts should give a decision whichever way within 90 days. If you look at the Public Procurement and Asset Disposal Act, you will find that there is a provision that any aggrieved party can go to court and the courts will have to make a decision not in 90 days but in 60 days. That was put in proviso for the procurement laws."
