    "content": "Thank you so much, Hon. Speaker. I support what Hon. Duale has said. This is not the first time we will be applying Standing Order No. 62. In the last Session, when I had a Bill to change the election date from August to December, we did it twice. At that time, you graciously used your discretion under the same Standing Order. This is a very important matter. We have agreed we will be trying to pass all the Bills that will lead to the implementation of the Constitution in this Session. Yesterday, we got into the Second Reading of the Judiciary Fund Bill. It will be good we deal with these matters now. The numbers will be the same because it is these Members of Parliament who will vote. I plead with you to allow us to vote on this Bill again, most probably tomorrow afternoon. I request that our whips do their job. This is not a matter for women alone or anybody else, but the whole House."
