    "content": " Mr. Speaker, Sir, at the conclusion of business yesterday, I was in the process of moving this particular Bill, and I was at that time quoting from an extremely old but very relevant decision of the court. It is a decision of 1798 in the case of Buller versus J. Tedlock and it was quoting on justice. It enables me at this point, therefore, to move directly to the Bill and make a presentation to this hon. House as to the purpose of this Bill."
