If you go beyond what you have quoted, you will see Standing Order No. 76(2), which says that it is disorderly conduct for a Member to fail to vote one way or the other or record their abstention. So, that is what it means. It is disorderly conduct. From where I am, I wish it was possible to pinpoint who did not vote. That is the kind of person we will, perhaps, deal with. As you know, the manner of dealing with them may only result in diminishing the numbers necessary to pass the Motion."
