    "content": "taxman cannot afford it. We cannot afford to increase more burdens to Kenyans. Children who are being born in this country cannot afford to come into a country which has many debts. We have enough resources in this country and we can plan and have a proper Budget. We do not even require the Supplementary Budget or we can consider it only when it is necessary. As I support, I encourage Members, especially the ones at the Committee level, to interrogate the Supplementary Budget, so that we can do justice to the budget process."
